The Parking/Access Resource Committee (P/ARC) is a volunteer citizens group formed in June 2014 to work with and assist city staff to implement existing recommendations for improving downtown parking and access. P/ARC is composed of a diverse group of interested citizens: downtown business owners and retailers, business consultants, architects, environmental leaders, cycling enthusiasts, and downtown supporters, as well as city staff.
P/ARC's overall goal is to enhance economic vitality in Downtown Chico. This is accomplished in part by prioritizing parking convenience for customers, clients, and visitors, and by making longer-term parking more available for downtown employees. As of summer 2015, the City of Chico and P/ARC are completing the first of many planned initiatives as prescribed by the 2006 Downtown Access Plan.
